How did they find $100 million for student scholarships is this a real figure?

Now you might think I am being a bit ungrateful but where did that $100 m for scholarships for undergraduate and postgraduate students come from?

Is it the case the university is becoming the agency for student and welfare support and now will be expected to supplement student living allowances by amounts of $2500. to $5000? Where did that money come from ? Could it have been better spent on more facilities or more staff or maybe reducing class sizes?
